Information for evaluators in the new application system

Have you been invited to assess applications for us? Then you must follow the guidelines that you can find on this page. Here you will also find other important information that you may need.

Impartiality and trust are important

It is very important to us that the assessment assignments are given to evaluators who are competent to perform the task. You must therefore read the page about impartiality in case processing and confirm that you will follow these guidelines.

If you are affiliated with a company that is in direct competition with a company that is the Project Owner or partner in an application, you must notify us of this as soon as possible. There will be a direct competitive relationship when two companies offer similar or similar goods or services to the same market.

Fill out your competency profile

We ask all evaluators to assess their own competence and impartiality for an assessment assignment. The competence can be specialized skills or knowledge, academic qualifications in subject areas, professional expertise and industry knowledge. Log in to my page and fill in your competence profile.

If your qualifications and competencies fit into the application's profile, you may receive an invitation to consider an application.

How to assess an application in the new application system?

The evaluators read the applications directly in the system. They see the same view of the application as the applicants, but with the opportunity to evaluate the application as well. Watch the video on how to proceed to accept the request to review an application and submit the assessment:

Remember this!

You have a duty of confidentiality

When you assess applications for us, you have a duty of confidentiality. This means that you cannot share information about other people's private affairs, or about research, company or trade secrets that you learn about. This includes information that constitutes inside information pursuant to Article 7 of the EU Market Abuse Regulation. You shall not use such information for your own benefit, or make it available to persons who do not have a right to it. This also applies after you have completed your work for the Research Council. The exception is if we give notice otherwise.

At the Research Council, we follow Section 13 of the Public Administration Act on the duty of confidentiality. Breaking the duty of confidentiality is a criminal offence, and may also result in you losing the assignment or other reactions from us.

You need to handle the application documents properly

You can only use the relevant application documents when assessing the application. You may not copy or use the materials for any other purpose. Once you have submitted your assessment, you must securely destroy the material if you have printed out or downloaded the application documents.

Don't use artificial intelligence

You cannot use artificial intelligence, such as ChatGPT, in your assessment work. The use of artificial intelligence in the application assessment may also constitute a breach of the duty of confidentiality (see above).

What do we do?

How we use the assessments

We may use the assessments to provide feedback to applicants. Once such feedback has been sent to the applicants, others can access the assessments if they request it. Before sharing reviews with others, we will remove the confidential information, as well as details about research ideas and the research project itself.

We always publish information about those who assess applications for us

Once all applications in a call have been processed, we will publish an overview of the names of all the panel members who have assessed the applications. Upon request, we can also provide the names of evaluators who have assessed individual applications.

We have a database of contact information about each evaluator and their ratings. We are responsible for the processing of this information. The information is stored so that we have an overview of everyone who assists in the assessment work. We only use this information internally. Everyone has the right to access what information we have stored about them.

Fees

We fill out the fee form for you after completing the assignment, you do not need to register the fee form yourself.

We pay the assessment assignment according to our fixed rates for different types of assessment assignments, and based on hourly rates in the Government Personnel Handbook. We will give you more information when we arrange for you to do an assignment.
